For Switzerland it is important that Multilateral Organisations (MO) with a mandate to provide development support and humanitarian aid deliver results and that their efforts are leading to improved outcomes. In this context the following topics are of particular importance for SDC:

Multilateral Organisations Performance Assessment Network (MOPAN)

MOPAN has become an important body which produces assessments on the organisational and development effectiveness of the major MOs. The main objective ahead is to make MOPAN findings more effectively used by MOPAN members in the dialogue with the MOs.

Multilateral Evaluation and Results Management

Since 2009, MfDR and evaluation partnership programs with UNFPA, UNICEF, UNDP, the World Bank and IDB were completed to improve selected MfDR-areas and evaluation capacities. In addition, as board member of these organizations, Switzerland encourages their management to further strengthen their evaluation function on central and country level and to provide adequate and sustainable funding.

Independent System-Wide Evaluation (ISWE)

Switzerland has been a vocal advocate in the ECOSOC for the UN Secretary General’s initiative to establish a System-Wide Evaluation Office and has supported this Office with funding for a pilot System-Wide Evaluation and for the Office structure.  The products of the System-Wide Evaluation Office will enhance the oversight information for member states and provide targeted recommendations for action to further advance the UNDS reform and system-wide collaboration. Sustainable funding of the Office however remains a challenge.

Annual Multilateral Performance Assessment (AMPA)

AMPA is an SDC instrument used to annually assess the performance of Switzerland’s priority multilateral organizations (Organizational Effectiveness and Development Effectiveness). AMPA is based on 1) MOPAN reports (external source), 2) CCM Annual Reports (SDC assessment), and 3) self-assessments of multilateral organizations (e.g., scorecards). Core Contribution Management (CCM)-Process. In 2009, the internal CCM-process was introduced in SDC and SECO, and since then has been applied to all 20 multilateral priority MOs. The main challenge today is to make the CCMs an even more effective management tool for steering and reporting purposes as well as for consistent messaging in the boards of the agencies.
